What’s Coming From Your Tap?

America’s latest drinking problem isn’t about alcohol.

Concerned about the cost of bottled water — and its environmental consequences — many people are turning back to tap water to quench their thirst. But as evidence mounts of contaminants in public systems, unease about the water supply is growing.

Engineers say that U.S. water quality is among the world’s best and is regulated by some of the most stringent standards. But as detection technology improves, utilities are finding more contaminants in water systems. Earlier this year, media reports of trace amounts of pharmaceuticals in water across the country drew attention from U.S. senators and environmental groups, who are now pushing for regulation of these substances in water systems.

Of particular concern, experts say, are endocrine-disrupting compounds — found in birth-control pills, mood-stabilizers and other drugs — which are linked to birth defects in wildlife. Also alarming are antibiotics, which if present in water systems, even in small amounts, could contribute to the rise of drug-resistant strains of bacteria, or so-called super bugs.

Many pharmaceuticals taken by humans are excreted into urine, or are flushed intentionally down the toilet. Even though wastewater is treated, trace amounts of the drugs are often not eliminated. Also, drugs found in the waste of animals treated with hormones and antibiotics can eventually end up in groundwater.

The actual health effects of drugs in water systems are unclear. The levels that have been detected are relatively small compared with those of other regulated contaminants, such as mercury and benzene. A 2008 study funded by the Denver-based Awwa Research Foundation — a nonprofit research group that was established by the American Water Works Association — concluded that it is “highly unlikely” that pharmaceuticals will pose a threat to human health.

FLUORIDATION

Many of the speakers at the Total Health 81 conference referred to the problem we have with our fluoridated drinking water:

DR. JAN DE VRIES, Dr. H.Med., Ph.D., D.Ac., D.O., N.D. “I was very shocked that you poor people in Toronto have to drink this water. We have had a tremendous fight in Holland, which we won. This fluoride water is a chemical soft-working tranquilizer. Hitler put fluoride in the water to keep his prisoners quiet, and the same thing happens in other parts of the world. If I put a homeopathic remedy in this water, the remedy is destroyed. If you can work at getting this out of your water in any way at all, I would be very happy.”

DR. WILLIAM ELLIS, D.O.“The environmental protective agency in the United States has shown that the water in the 90 largest cities in the United States’ all cause cancer. It’s been proven in U.S. federal court that fluoridation of the inorganic form, which is the end product of aluminum manufacturing, is a cancer causative agent.”

DR. WILLIAM MORRIS, D.C., N.D. “Fluoride hardens the arteries and it does a lot more damage. It’s toxic, but it happens to be a waste product of a very influential type of industry. DISEASES CONNECTED WITH FLUORIDE Diseases connected with fluoride ingestion are cancer (of the mouth, esophagus, stomach, large intestine, rectum, kidney, bladder, urinary organs, breast, ovary), goiter, mongolism, kidney disease & osteoporosis. Additional problems are caused by fluoride in anaesthetics, gases and aerosol propellants.

Symptoms can appear as long as 20 to 30 years later, as fluoride is so very prone to accumulate, not only in the bones and teeth, but also in the soft tissues of the body. Physiologically, the fluoride ion is an avid bone seeker and a potent enzyme inhibitor according to Dr. Albert Burgstahler, University of Kansas. He states that fluoride depresses growth rate of human cells, causes dermatitis, affects thyroid and heart function, circulation and reproduction, is more potent than cyanide as an inhibitor of respiration, disturbs hormonal balance, and increases the incidence of mongolism by 15%. Upon its accumulation in tissues, fluoride may incorporate itself into naturally occurring compounds to form, for example, fluorouracil, capable of producing cancer or giving rise to deformed babies.

Symptoms associated with low-grade fluoride poisoning include excessive thirst, headaches, blurred vision, arthritis, gastrointestinal disturbances and excess urination. These will usually disappear if fluoridated water is replaced by distilled or spring water with a low fluoride level.

CANCER AND FLUORIDATION

In 1971, Dr. Dean Burke, Ph.D., began a study of the effects of fluoridation in drinking water in the United States. Dr. Burke was for 35 years, head of the cytochemistry section, and was co-founder of the National Cancer Institute, U.S.A. He has received many awards for cancer research and biochemistry, including the Domagh Prize, 1965, for cancer research. He has been involved in cancer research for 50 years.

Results of his studies show that a large increase in human cancer mortality in the U.S. is associated with public water fluoridation. “One-tenth of the 350,000 cancer deaths per year in the U.S. are linked with artificial public water fluoridation.” (See graph on last page)

“We took the ten largest cities that had been fluoridated and compared them with the ten largest cities that had not been fluoridated. The fluoridation didn’t start until 1952 to 1956, and has been continued ever since in the fluoridated group. Between 1940 and 1952 these two groups were identical, could not be distinguished on this curve. But from 1952 on, the curves have been continually widening to the point that there’s now a difference of approximately 35,000 a year. There’s no question about the data or our particular arrangement of it. The data is from government sources, which any high school student can look up and confirm. Nearly all of the fluoridation-linked cancer deaths are found to begin at the age of about 45 and then steadily increase with age. This situation is sharply different from the increased cancer deaths resulting from cigarette smoking, asbestos or hormones given to expectant mothers. Here a lag of 15 to 30 years is common. Increased death rates due to fluoridated water commence within a few years after initiation of fluoridation with marked continued increase thereafter.”

European Court Ruling spells an end to water fluoridation

Fluoridated water must be treated as a medicine, and cannot be used to prepare foods. That is the decision of the European Court of Justice, in a landmark case dealing with the classification and regulation of ‘functional drinks’ in member states of the European Community. Functional drinks are those products that have two different purposes – for example, nutrition and exerting a positive effect on some medical condition. They include ‘near-water drinks with added minerals’ and, in view of the properties claimed for fluoridated water by fluoride advocates, it must be classified as a ‘funtional food’, and therefore falls within the scope of the relevant legislation.

Medicinal law takes precedent over food law

The Court ruled that, where two different sets of rules appear to apply to a product, medicinal legislation must take precedent, and the product must be regulated as a medicine. It emphasised that medicines regulators in member states do not have the power to exercise discretion on the classification of such dual-function products. The repeated refusal of the British and Irish Regulators to recognise fluoridated water as a medicinal product is therefore an unlawful misuse of their powers, and one that requires immediate reversal.

ECJ rulings do not establish new laws, but clarify how existing ones should be applied, and are enforceable in the domestic legislation of all member states of the EC. In effect, this decision at last confirms the claim that I have made for many years – that existing medicinal law has always required that fluoridated water be regulated as a medicine. Fluoridated water has no medicinal marketing authorization (’product licence’), and because of this it is – and always has been – illegal to supply it to the public, as the 1968 Medicines Act confirms.

As a ‘medicinal water’, the protection afforded by the water quality regulations that shield consumers from hazardous substances in drinking water does not apply. Its use in the processing of foodstuffs is also prohibited, under the food safety legislation. Aa a direct result of this ruling, all English and Irish legislation providing for water fluoridation are at last exposed as having been in violation of that fundamental prohibition, and must now be repealed.

But the Court also ruled that such functional food products must not be used in the preparation of foods. As a ‘medicinal water’ the fluoridated product cannot be regarded as equivalent to the mandatory ‘water for human consumption’ specified for drinking and food preparation. So now every food wholesale and retail outlet in fluoridated areas of the UK and Ireland, from the corner chip-shop to the largest brewery, from the small high-street bakery to the largest supermarket retailers – all will now have to either cease production or install an alternative water supply.

Government Asked to Evaluate the Cancer-Causing Potential Of Fluoride in Tap Water

Citing a strong body of peer-reviewed evidence, EWG today asked the National Toxicology Program (NTP) of the National Institutes of Health (NIH) to list fluoride in tap water in its authoritative Report on Carcinogens, based on its ability to cause a rare form of childhood bone cancer, osteosarcoma, in boys.

We are writing to nominate fluoride in tap water for inclusion in the Report on Carcinogens based on its ability to cause osteosarcoma in males less than 20 years of age.

The science supporting the link between fluoride and bone cancer in boys is compelling, and much of this science is recent and not reflected in current drinking water contaminant limits or the overall risk-benefit equation underlying the decision to add fluoride to the tap water of 170 million people. This widespread exposure to fluoride in tap water ensures that millions of boys are exposed during critical periods of development and growth that are relevant to the cancer in question.

EWG is aware of the value of fluoride to dentistry, yet a substantial and growing body of peer-reviewed science strongly suggests that adding fluoride to tap water may not be the safest way to achieve the dental health benefits of fluoridation. Based on a number of serious health concerns with fluoride, in 2002, the EPA commissioned a general review of the toxicity of fluoride by the National Research Council (NRC) of the National Academy of Sciences (NAS). Although the NRC panel will consider cancer effects in its comprehensive review, the committee is not charged with making a basic determination of fluoride’s ability to cause bone cancer in boys. The NRC panel is comprised of individuals from a wide range of disciplines including dentistry, reproductive toxicology, neuroscience, biophysics, and epidemiology. Consequently it does not have the depth of expertise in carcinogenicity, the resources, or the mandate that the National Toxicology Program can bring to bear on this specific question. Only the NTP is in a position to undertake a thorough review of the total weight of the evidence supporting fluoride carcinogenicity — from the mechanistic data, through genotoxicity, animal cancer bioassays, and human epidemiologic studies.

Water Fluoridation and Cancer Risk

Introduction

More than 60 years after it was first introduced in the United States, there is still controversy surrounding the possible health effects of drinking water fluoridation. Many people have strongly held views either for or against fluoridation. Concerns are based on everything from legitimate scientific research, to freedom of choice issues, to government conspiracy theories.

This document is intended mainly to explore the possible link between fluoridation and cancer. It does not address in detail other possible health effects of water fluoridation (positive or negative), and is not intended as a position statement of the American Cancer Society.
